8.1 Explore – Understand – Prepare – Engage

This simple model helps young people move from curiosity to action. It’s not a straight line – they might dip in and out at different points – but it’s a useful way to think about what kind of support or activity they might need next.

Explore
Start by connecting real-life experiences to political ideas. It’s not about having all the facts – just sparking curiosity and helping young people realise that issues they care about (like bus fares, climate change or school lunches) are political too.

Understand
Once interest is sparked, help young people explore how decisions are made and who has power. This is about thinking critically, asking questions, and making the link between the things they care about and the systems that shape them.

Prepare
This stage is all about confidence. Whether it’s voting, speaking to a decision-maker or joining a campaign, support young people to feel ready – with the skills, information and self-belief they need to take part.

Engage
Now it’s time to act. Engagement might look different for everyone – but what matters is that it feels real and relevant. Even small actions can build trust in the process and spark a cycle of ongoing participation.
